This was stated by PACE rapporteurs Christina Zelenkova and Marieluise Beck during sessions of Political and Judiciary Committees of the Assembly, devoted to the situation in eastern Ukraine, dw.com reports.
According to PACE rapporteurs, who have recently visited Kyiv, Dnipropetrovsk and Mariupol, Russia’s influence in Donbas has significantly grown.
“We’ve been informed that there are five ‘Ministries’ in Kremlin which factually run the so-called DPR and LPR”, Beck said. She considers the current state of affairs in the occupied territories to be the hybrid annexation”, which is an inevitable consequence of hybrid war Russia conducts against Ukraine.
Nils Muižnieks, the Council of Europe’s Commissioner for Human Rights, who has visited occupied Donbas in the end of March, agrees that Russia’s influence in these territories continuously increases.
He assumes that Donbas may turn into a grey zone with no mechanisms of human rights protection if the situation remains unchanged.
