A draft resolution calls for establishing the tribunal under chapter 7 of the UN charter, which means that the court’s efforts to prosecute those responsible could be enforced by sanctions.
The text describes the downing of the plane as “a threat to international peace and security”.
The draft resolution also stresses that tribunal would be “an effective guarantee for an independent and impartial accountability process”.
For your information, earlier the Netherlands initiated establishing of the International Tribunal and prepared report on MH-17 catastrophe. Ukraine supported this idea while Russia’s Foreign Ministry stated against calling such initiative as timeless and counterproductive. Poland also supported the tribunal’s establishment.
